Devin Jacob Ballard, a 20-year-old US Marine stationed in Okinawa, faces murder and robbery charges after allegedly strangling a 39-year-old woman and taking her possessions. Japanese prosecutors indicted Ballard on the day of the incident, October 3, in Naha, the capital of the Okinawa prefecture. The indictment alleges he killed Anna Yagi with a telephone cord inside a hotel before stealing her backpack and wallet.

Ballard, who is assigned to US Marine Corps Air Station Futenma, was arrested following the discovery of Yagi's body. Investigators told Asahi Shimbun and Kyodo News that Ballard initially denied the allegations but later made statements suggesting he was involved. Security footage from the hotel shows a man believed to be Ballard entering the premises with Yagi and leaving alone while carrying her items.

Prime Minister Sanae Takaichi described the crime as brutal and heinous. Her government registered a strong protest with the United States and demanded strict disciplinary action against US military personnel. Takaichi called for thorough measures to prevent a recurrence of such incidents, marking a formal diplomatic response to the local tragedy.

The case has intensified anger over the presence of US troops in Okinawa. The island hosts approximately 55,000 US soldiers, the highest concentration of American forces in Japan. Okinawa Governor Genta Koja stated that the prefecture has repeatedly asked the US to act to prevent these incidents. He viewed the alleged crime as a sign of a lack of discipline within the military base.

Protests erupted in both Naha and Tokyo earlier this month, with roughly 100 people demonstrating in the streets. Social media users also voiced outrage, with one posting that enough is enough. The Marine Corps stated it is actively cooperating with Japanese authorities and extended condolences to Yagi's family.

This indictment follows a series of recent cases involving US servicemen in the region. In 2025, Lance Cpl. Jamel Clayton received a seven-year prison sentence for sexually assaulting a woman. In 2024, four sexual assault cases involving US troops in Okinawa were recorded. These include the case of Air Force member Brennon Washington, who was sentenced to five years for the rape and kidnapping of an underage girl. The 1995 abduction and rape of a 12-year-old girl remains the most prominent previous incident, drawing tens of thousands of protesters.

The latest charge places Ballard in the custody of Japanese authorities as they proceed with the legal process. The indictment document serves as the formal basis for the trial, detailing the specific acts of strangulation and theft that prosecutors say occurred on October 3.
